The difficulty with prosecuting Mandel came with the fact that there were no actual laws prohibiting him and his team’s efforts and victory. Stefan was not stupid, he would not run illegal practices on such a massive scale, endangering the lives of so many of his employees. Still, Thorson would try his best to nab him!

A Million-Dollar Investigation
Thorson’s rather optimistic challenge to Mandel and his team’s claims came down to them not being very patriotic. Ken believed that it was the right of each individual American citizen to participate in the lottery and that it was unamerican for a whole crew to try to rig the system or buy all the tickets. This was simply a scenario which they were unprepared to deal with in Virginia, and it showed with how the investigation proceeded.
